Health, Safety, and Environmental (HSE) Manager

Job Overview:
Seeking an experienced and highly motivated HSE Manager to oversee all aspects of the company health, safety, and environmental compliance programs for our pipeline and terminal operations. The HSE Manager will play a critical role in ensuring that the company adheres to all industry standards, regulatory requirements, and internal policies designed to safeguard the well-being of employees, contractors, and the environment. This position requires strong leadership skills, a deep understanding of oil and gas industry regulations, and the ability to influence a culture of safety and environmental responsibility.
Key Responsibilities:
- Health & Safety Management:
- Lead the development, implementation, and continuous improvement of HSE policies, procedures, and programs to ensure safe operations across all oil and gas facilities.
- Conduct regular site inspections and audits to identify potential hazards and ensure compliance with safety protocols.
- Develop and deliver safety training programs for all employees and contractors, ensuring effective risk awareness and mitigation strategies.
- Investigate safety incidents, accidents, and near misses, ensuring root causes are identified and corrective actions are implemented.
- Monitor and report on key HSE performance indicators, ensuring continuous improvement of safety culture.
- Environmental Compliance:
- Oversee the implementation of environmental management systems to ensure compliance with local, state and federal environmental regulations and reporting requirements.
- Ensure that all operations meet environmental standards, including air, water and waste management, emissions and spill prevention.
- Conduct environmental risk assessments and audits, ensuring that environmental impact is minimized during operations.
- Collaborate with regulatory agencies, environmental consultants, and other stakeholders to ensure compliance with relevant environmental laws and standards.
- Regulatory and Legal Compliance:
- Stay up to date with all applicable health, safety, and environmental regulations and manage the company’s inspection programs to ensure compliance with industry standards and regulations.
- Prepare and submit necessary HSE documentation, reports, and permits required by regulatory bodies.
- Work closely with internal and external stakeholders, including governmental agencies, to address compliance issues and resolve concerns.
- Emergency Response and Crisis Management:
- Develop and maintain emergency response plans and conduct regular drills and simulations to ensure readiness in case of incidents such as spills, fires, or accidents.
- Coordinate emergency response teams, providing direction and support during critical situations to minimize harm to people, property, and the environment.
- Leadership and Reporting:
- Lead, mentor, and develop other employees ensuring alignment with company objectives and continuous improvement in HSE performance.
- Provide regular HSE reports and updates to senior management, highlighting risks, compliance status, and ongoing initiatives.
- Work closely with operational teams to integrate HSE principles into daily activities, fostering a culture of safety across the organization.
Qualifications & Experience:
- Education:
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related science field preferred. Relevant certifications (e.g., NEBOSH, IOSH, OSHA) and extensive experience in lieu of degree will be considered.
- Experience:
- Minimum of 7-10 years of experience in HSE management within the oil and gas industry, with at least 3 years in a leadership role.
- Proven track record of managing HSE compliance, risk management, and incident investigations.
- Experience with regulatory bodies, industry standards (e.g., OSHA, EPA, PHMSA, TRRC, API) and environmental permits.
- Hands-on experience with environmental management systems and safety auditing.
- Skills:
- Strong leadership, interpersonal, and communication skills, with the ability to influence all levels of the organization.
- In-depth knowledge of oil and gas operations and associated risks, as well as mitigation strategies.
- Ability to develop and execute strategic HSE plans, including training, auditing, and reporting.
- Strong analytical and problem-solving skills with a focus on proactive risk management.
- Proficient in the use of HSE management software, data analysis tools, and Microsoft Office Suite.
Working Conditions:
- Location: The role will primarily be at the field terminal office and with some day travel to various field sites in the surrounding area.
- Hours: Flexibility in working hours is expected, with potential for on-call or emergency response situations.
- Health & Safety: The HSE Manager will be expected to lead by example, always adhering to the highest safety standards.
